Follow dated public price references to the original source. Record actual configured quotes, source dates, validity and mandatory fees. Keep printing, delivery, installation, removal and storage explicit. Enter each fee as quoted, included, not required or unknown. Public-from prices cannot win a completed-quote comparison.

Add every dated event and each office or permanent installation. Enter setup, return and turnaround buffers. Allocate exact assets; add service holds and dated new-stock cohorts. Overlapping demand and unavailable or critical assets block a feasible programme. Treat open-ended office displays as continuing commitments.

Use exact declared units and amounts with a source, version, geography and boundary. Add manufacturing, transport or energy activities only when those inputs are available. Keep existing historic manufacture outside the stated future boundary. Compare equivalent scenarios only when the schedule and entered cost/carbon scope are complete. Fictional assumptions are never measurements.
